Article Paperjam – “LES ARCHIVES EN PLEINE MUE”

Un an et demi après la délivrance du premier statut de PSDC, l’archivage électronique peine à s’imposer.

Sur le papier (sic), c’est un système qui n’a que des avantages. L’archivage électronique permet non seulement de se débarrasser des archives papier, qui occupent beaucoup d’espace, mais aussi de donner une valeur juridique à un document électronique, et donc de créer des originaux à l’infini.

Le Luxembourg a été l’un des premiers pays européens à définir un cadre juridique permettant d’offrir une valeur probante aux documents numérisés. C’était en 2015. Deux ans plus tard, le 1er février 2017, Labgroup était la première entreprise à bénéficier du statut de prestataire de services de dématérialisation ou de conservation (PSDC) permettant d’archiver selon les principes de la loi. Cinq autres entreprises et institutions ont aussi franchi le pas : Numen Europe, le Syndicat intercommunal de gestion informatique, le Centre des technologies de l’information de l’’État, Victor Buck Services et KPMG Services (pour les besoins d’un client).

« LE SOUFFLÉ EST RETOMBÉ »

Pour Labgroup, l’effort financier a été conséquent : plus d’un million d’euros. « C’est une somme pour une entreprise comme la nôtre, mais il s’agit d’un investissement à long terme », indique Jean Racine, chief business development officer. L’adoption sur le marché n’est toutefois pas aussi rapide qu’escompté. « Durant les premiers mois qui ont suivi l’obtention de notre statut de PSDC, l’enthousiasme était notable, mais le soufflé est complètement retombé depuis fin 2017 », ajoute-t-il. Le passage à l’archivage électronique implique en effet un changement de paradigme. Une stratégie qui prend du temps. Labgroup s’est donc adaptée aux réalités du marché. Elle s’est alliée à Numen Europe pour mutualiser leurs capacités de numérisation. Et elle a choisi d’aborder ses clients « pas à pas ». « Nous proposons notre solution seulement dans les départements où il y a un véritable besoin et nous misons ensuite sur le bouche-à-oreille à l’intérieur de l’entreprise pour la déployer », décrit Jean Racine. Et si la majorité des entreprises luxembourgeoises reste encore à convaincre, Labgroup est persuadée que les perspectives sont bonnes. La société a d’ailleurs renforcé ses ressources marketing pour mieux faire connaître les avantages de l’archivage électronique tout en prospectant à l’étranger, où elle compte déjà quelques gros clients.

Towards a paperless office: Nothing to fear, but fear itself!

The first company in Luxembourg to achieve ILNAS certification for digital archiving services talks about helping customers plan for the death of paper.

On 1 February 2017, Labgroup became the first company in Luxembourg to achieve PSDC (Provider of Digitalisation and Conservation Services) certification from ILNAS (the Luxembourg Institute for Normalisation, Accreditation, Security and Quality of products and services).  Just over one year later, Jean Racine, Labgroup’s chief business development officer, talks about the importance of the certification and how it has impacted Labgroup’s service offering to clients. He also calms the fears of those who hesitate to go digital.

Margaret Ferns: Why was it important to get PSDC certification?

Jean Racine: Archiving has been Labgroup’s core business for 40 years and, over this time, we have invested heavily in information technology in order to help our customers plan for the (very) slow death of paper. Qualifying for PSDC certification was the logical next step. It was also essential to boost digital trust at a time when businesses are likely to outsource non-core activities (such as data archiving) in a context of a heavy regulatory burden, especially with regards personal data protection– GDPR  regulation.

MF: In what ways has it altered Labgroup’s service offering to clients?

JR: Although information security is always a major priority for us (for example, we have been an ISO 27001 certified company since 2014), there is always room for improvement. Under the act establishing the PSDC status (the Law of 25 July 2015 relating to electronic archiving), we are required to implement increased security measures. For example, traffic on internal corporate networks must now be encrypted. PSDCs are also obliged to submit complete and detailed information on infrastructure and technical installations, safety systems and procedures, applicable standards and workflow management, etc.

Labgroup has taken its role as advisor seriously by developing a specific archiving project methodology based on best management practices. As a result, interaction between parties and exchanges among persons are structured, scheduled, and accordingly more constructive, building a trusting relationship.

MF: With regards to PSDC, which sectors of activity do your clients come from?

JR: It should be noted that PSDC services (paper documents digitisation and electronic records preservation), are available not just to companies in Luxembourg but worldwide. Indeed, among our first customers, we counted several significant foreign insurance companies, which tend to be the most prolific in terms of producing records.

Locally, the first organisation to trust Labgroup as a PSDC was not a business, but the University of Luxembourg. One year after the formalisation of Labgroup’s PSDC status, however, most demand comes from the financial sector. Surprisingly, we have also seen demand from the construction sector for the digitisation and archiving of supplier invoices.

MF: Have you observed any hesitation in moving forward with digitalisation in any sectors?

JR: The current situation is rather paradoxical. Indeed, despite the fact that we are subject to the same obligations of professional secrecy as a PSF, companies managing highly confidential information have always rejected the idea of digitising their files, since that meant that the documents would leave their premises.

Today, however, we find that it is these same companies that are the first to initiate the most projects of native digitisation (without passing through the paper stage), in order be able to offer their customers all over the world the opportunity to subscribe and operate online. The fact that contracts and transaction notices are processed by a third party such as Labgroup significantly limits the risk of disclosure. Don’t forget that data encryption is very difficult to implement on paper, not so digitally.

MF: Does increasing digitalisation mean less control of data for your clients?

JR: In fact, it is just the opposite. Where a physical item can only be stored in a single place and classified according to a single criterion (e.g. name of author, title…), an electronic record may be searched and retrieved in many ways, each one corresponding to the specific needs of the user. In a similar vein, where access to paper documents requires physical movements and complicated key-based security management, the confidentiality of an electronic record can be managed through indexes/metadata, subject to instant amendment.

In general terms, thanks to digitalisation, information holders have the ability to have total control of their data with regards to its readability, intelligibility, integrity, confidentiality and availability.

Raiffeisen has entrusted Lab Luxembourg S.A. (Labgroup) and Numen Europe with the implementation of a digitisation and electronic archiving solution for its daily business requirements.

Raiffeisen Bank, the first cooperative bank where interests and decisions centres are based in Luxembourg, places the customer at the centre of its concerns. Following a tender (issued in 2015), Raiffeisen Bank entrusted the deployment of a digitisation service and an electronic archiving solution to Labgroup, a document management specialist with more than 40 years’ experience, and to Numen Europe, an expert in confidential data extraction and document processing. Labgroup and Numen were both certified PSDC (Provider of Digitisation and Conservation Services) before being certified by ILNAS (Luxembourg Institute for Standardisation, Accreditation, Security and Quality of Products and Services).

The project aimed at optimising the management, the protection and the preservation of documents in the perspective of a “Paperless Office”, and this includes three steps:

  1. The digitisation of client files that represents, the collection of 8 million pages;
  2. The daily digitisation of paper documents concerning daily banking activities;
  3. The archiving of documents, existing electronic or digitised (contracts or operations in electronic form).

The electronic copies created by a PSDC according to the regulation have the same probative value as the original documents (which henceforth can be destroyed). Therefore, all holders of information such as Raiffeisen Bank can entrust Labgroup with their digitisation and conservation operations, in complete safety, with the guarantee of the Luxembourg State.

The combination of the skills of both companies has been a successful collaboration within and beyond Luxembourg. Thanks to this partnership, Numen Europe and Labgroup can take charge of physical and electronic documents life cycle from their collection to their certified destruction. Both also guarantee business continuity thanks to the redundancy of their tools and certifications.

The CSSF (Luxembourg Financial Services Supervisory Authority) and the ILNAS (Luxembourg Institute for Standardisation, Accreditation, Security and Quality for Products and Services) monitor Labgroup and Numen Europe as being a PSF (Professional of the Financial Sector) and PSDC (Provider of Digitisation and Conservation Services).

Labgroup and Numen are both certified ISO 9001:2015 and ISO 27001:2013, thus ensuring the highest level of confidentiality and information security to their customers.

Une entreprise numérique n’est plus un mythe mais une réalité, assurent Labgroup et ses partenaires

Si nombreux sont les entrepreneurs à entendre chaque jour les mots big data, réalité virtuelle ou encore impression en 3D, beaucoup d’entre eux pensent que ces innovations ne les concernent pas ou ne s’appliquent pas à leur domaine d’activité. Hier, Labgroup et ses partenaires NG Partners et OCI ont démontré le contraire. Ils ont organisé une «expérience digitale» à destination de leurs clients et prospects qui se sont immergés dans la vie d’une entreprise où le numérique est présent partout.

«Notre objectif est de sensibiliser les entreprises à la transformation digitale qui est une véritable révolution au même titre que la Révolution industrielle» souligne Philippe Lallemand, ingénieur commercial et responsable du développement commercial d’OCI au Luxembourg.

La société informatique est spécialisée dans les systèmes, alors que NG Partners s’illustre dans la production et la numérisation de documents. Quant à Labgroup, l’entreprise luxembourgeoise est connue pour ses activités d’archivage électronique et détient le label PSDC qui donne aux copies digitales la même valeur que les originaux en papier.

«C’est une formidable opportunité
de business et de modèles économiques», ajoute Patricia Foulon. Pour la directrice commerciale des agences Luxembourg et Lorraine chez OCI, l’offre proposée par le trio se distingue par une adaptabilité à l’activité de chaque entreprise. «On va de la commercialisation à la production avec un service après-vente et une analyse des résultats», souligne-t-elle.

Plongée chez Vitaleau

Un exemple vaut mieux qu’un long discours. Hier, les participants au rendez-vous ont plongé dans la vie d’une entreprise imaginaire de production de bouchons en plastiques baptisée Vitaleau.

De la prise de commande via une tablette au suivi de celle-ci en ligne, tout le procédé commercial est dématérialisé. Quant à la production, des démonstrations de scan en 3D, de modifications sur des écrans interactifs et le recours à des lunettes connectées rendent le procédé aussi moderne que performant.

Quant au traitement des documents, un logiciel intelligent extrait les données des factures et les intègre automatiquement dans un logiciel de comptabilité. Mais la numérisation ne s’arrête pas là: des tableaux de bord interactifs sont générés pour faire le point sur la santé financière et le carnet de commande de l’entreprise, avec un affichage dynamique des flux par exemple.

«Nous voulons faire écho à la stratégie de digitalisation du Luxembourg», insiste Philippe Lallemand. Pour OCI, le rendez-vous d’hier était le premier organisé en collaboration avec NG Partners et Labgroup. La société d’origine française est actuellement en développement au Luxembourg où elle compte six salariés. Dans l’Hexagone, le groupe totalise plus de 250 salariés.

L’ENTREPRISE DIGITALE AU COURS D’UN PARCOURS IMMERSIF ET EXEMPLATIF

L’entreprise digitale existe-t-elle ? On en parle dans les salons, les conférences, mais qui l’a visitée ? Qui peut se targuer d’y travailler ou d’y collaborer ? Le 12 décembre, Labgroup, NG Partners et OCI Informatique proposeront de la visiter en réalité augmentée, de la réception à la production, en passant par le service technique et les ventes, avant de rencontrer la direction générale !

Rendez-vous au Novotel Kirchberg. Première session à 11:30. Au total, six sessions de 45 minutes se succéderont. Concrètement, les promoteurs de cet événement ont loué quatre salles, dans lesquelles seront présentés les bénéfices de la digitalisation, de façon interactive et concrète.

AVANT TOUT ACTEUR

«L’idée consiste à faire vivre aux visiteurs l’expérience d’une entreprise digitale, autrement dit sans papier, explique Manon Hugel, Marketing & Communication, OCI Informatique. Et les faire entrer tout de suite dans la réalité, en passant par les différents services : conception, production, vente, intervention technique, mais aussi comptabilité, gestion des ressources humaines… Au total, une dizaine d’étapes à franchir.»

Au cours de ce parcours, le visiteur n’est pas seulement spectateur; il est avant tout acteur. «À l’instar d’un serious game, il est appelé à agir, ce qui signifie arrêter des choix, lancer des actions… Son expérience sera totale. En cela, cet événement est véritablement une première », estime Philippe Lallemand, Ingénier commercial, OCI Informatique.

Eric Ludaescher, Sales Manager/Consultant, NG Partners : « Dans les présentations classiques, on nous dit ce qu’il est possible de faire ; ici, on vous propose de passer à l’étape de la réalisation. On passe d’une promesse -souvent floue- à la concrétisation.»

Les visiteurs seront accueillis dans chaque atelier. Ils vivront pleinement l’expérience, souvent en découvrant de nouvelles technologies. «Dans la production, ils découvriront l’apport des lunettes connectées, illustre Jean Racine, Chief Business Development Officer, Labgroup. Ils découvriront aussi, très concrètement, l’intérêt de la dématérialisation ‘intelligente’ des factures, grâce au ‘machine learning’. Il sera encore question du GDPR, le fameux règlement européen relatif à la protection des données.»

Avec cette immersion, l’ambition est aussi de dédramatiser l’entreprise digitale, ajoute Patricia Foulon, Directrice commerciale Lorraine & Luxembourg, OCI Informatique. «Derrière l’inconnu, il y a un formidable potentiel. Rien de tel qu’une immersion, une mise en situation accompagnée et encadrée.»

Au cours de cet événement inédit, les visiteurs découvriront les expertises des trois partenaires et les solutions développées en commun. Présent au Luxembourg depuis 2000, OCI Informatique mettra en avant plus particulièrement ses prestations en mode SaaS autour d’outils comme les ERP et le CRM, NG Partners présentera ses équipements de saisie et de reproduction, également ses solutions en GED (Gestion Électronique des Documents). Enfin, Labgroup mettra en œuvre ses compétences en archivage, en dématérialisation et en hébergement.

Dématérialiser et au-delà

Dans une optique d’amélioration continue des services offerts aux étudiants, l’Université de Luxembourg a choisi de numériser les dossiers de l’ensemble de ses étudiants. Partenaires technologiques du projet, Numen Europe et Labgroup.

Voici quelques temps, j’avais à récupérer un important document de mon cursus universitaire dans un établissement de l’est de la France : j’ai patienté onze jours ouvrables, se souvient Eric Tschirhart,, vice-recteur académique à l’Université de Luxembourg. Les étudiants de l’UNI.lu n’attendront pas, croyez-moi !»

Engagée dans un processus de digitalisation au long cours, l’Université de Luxembourg numérise ses dossiers étudiants. Et sera, selon ses partenaires technologies, Numen Europe et Labgroup, une des premières organisations labellisées PSDC  Prestataire de Services de Dématérialisation ou de Conservation), telle que définie par la loi du 25 juillet 2015 relative à l’archivage électronique.

PSDC procedures by ILNAS

New document released by ILNAS about the PSDC procedures

ILNAS, via the “Digital trust department”, is notably charged with the supervision of PSDCs that are established in the Grand Duchy of Luxembourg and offer services related to digitisation or conservation of documents. This document describes the scheme, requirements and process applied by the ILNAS – Digital Trust department for the supervision of PSDCs. The supervision scheme is based upon the law on electronic archiving of dd/mm/2013.

The purpose of this procedure consists to describe the process of supervising PSDCs.
