Raiffeisen has entrusted Lab Luxembourg S.A. (Labgroup) and Numen Europe with the implementation of a digitisation and electronic archiving solution for its daily business requirements.

Raiffeisen Bank, the first cooperative bank where interests and decisions centres are based in Luxembourg, places the customer at the centre of its concerns. Raiffeisen strengthens its position within the market place by anticipating trends and modernising its range of products and services to meet the requirements of their customers.

According to Raiffeisen, digitisation offers numerous benefits. The bank decided to call upon Lab Luxembourg S.A. (Labgroup) and Numen Europe to provide modern and flexible services to its clients. Thanks to the convergence of its physical and digital channels, Raiffeisen has developed its digitisation to increase its operational efficiency.

Following a tender (issued in 2015), Raiffeisen Bank entrusted the deployment of a digitisation service and an electronic archiving solution to Labgroup, a document management specialist with more than 40 years’ experience, and to Numen Europe, an expert in confidential data extraction and document processing. Labgroup and Numen were both certified PSDC (Provider of Digitisation and Conservation Services) before being certified by ILNAS (Luxembourg Institute for Standardisation, Accreditation, Security and Quality of Products and Services).

The project aimed at optimising the management, the protection and the preservation of documents in the perspective of a “Paperless Office”, and this includes three steps:

  1. The digitisation of client files that represents, the collection of 8 million pages;
  2. The daily digitisation of paper documents concerning daily banking activities;
  3. The archiving of documents, existing electronic or digitised (contracts or operations in electronic form).

The electronic copies created by a PSDC according to the regulation have the same probative value as the original documents (which henceforth can be destroyed). Therefore, all holders of information such as Raiffeisen Bank can entrust Labgroup with their digitisation and conservation operations, in complete safety, with the guarantee of the Luxembourg State.

The combination of the skills of both companies has been a successful collaboration within and beyond Luxembourg. Thanks to this partnership, Numen Europe and Labgroup can take charge of physical and electronic documents life cycle from their collection to their certified destruction. Both also guarantee business continuity thanks to the redundancy of their tools and certifications.

The CSSF (Luxembourg Financial Services Supervisory Authority) and the ILNAS (Luxembourg Institute for Standardisation, Accreditation, Security and Quality for Products and Services) monitor Labgroup and Numen Europe as being a PSF (Professional of the Financial Sector) and PSDC (Provider of Digitisation and Conservation Services).

Labgroup and Numen are both certified ISO 9001:2015 and ISO 27001:2013, thus ensuring the highest level of confidentiality and information security to their customers.

Témoignage d’un PSDC-Labgroup lors de la visite ARTCI au Ministère de l’Économie.

Ce 19 mars, le Ministère de l’Économie – Luxembourg a eu le plaisir d’accueillir dans ses locaux deux représentants de l’Autorité de Régulation des Télécommunications de Côte d’Ivoire (ARTCI).

Suite au vote d’une loi sur l’archivage électronique, les visiteurs venaient s’informer de la façon dont le Luxembourg a implémenté sa règlementation, ainsi que le statut de Prestataire de Services de Dématérialisation et/ou de Conservation (PSDC).

Introduit par le conseiller au Ministère de l’Économie, François Thill, le sujet a été développé par Alain Wahl, Head of Digital Trust Department de l’ILNAS (Institut Luxembourgeois de la Normalisation, de l’Accréditation, de la Sécurité et qualité des produits et services). Puis Jean Racine, Chief Business Development Officer de Labgroup, a apporté le témoignage de la première société ayant obtenu le statut de PSDC au Luxembourg.

En effet, le 1er février 2017, Lab Luxembourg S.A (Labgroup) devenait le premier PSDC certifié, aussi bien pour la dématérialisation que pour la conservation. C’est donc en toute sécurité, avec la garantie de l’État luxembourgeois, que les détenteurs d’informations de tous les pays peuvent confier à Labgroup tant leurs opérations de dématérialisation que de conservation. La visite s’est déroulée en comité restreint ce qui a permis un vrai échange d’informations en soulignant l’importance de l’économie digitale, la sécurité de l’information, du statut PSDC et surtout les opportunités d’un partenariat entre les deux parties, autant au niveau technique que stratégique. Les discussions se sont avérées fructueuses et laissent à presager une collaboration à long terme entre ARTCI et les acteurs luxembourgeois.

L’Université du Luxembourg – Développement d’une politique d’archivage

L’université publique du Grand-Duché de Luxembourg (UL) a préparé de longue date le déménagement de ses Campus vers le nouveau Campus de Belval. Le rectorat, l’administration centrale et la Faculté des Lettres, des Sciences Humaines, des Arts et des Sciences de l’Éducation (FLSHASE) devaient donc faire face à ambitieux travail logistique.

« Le nouveau siège de l’Université à Belval ne pouvait pas héberger, au niveau logistique, les milliers de documents archivés  sur son Campus de Walferdange. Il fallait donc classifier, trier et gérer ces archives. Nous avons ainsi pris la décision de collaborer avec un expert dans le domaine. », Nathalie Kirwan, Head of faculty administration, Université du Luxembourg.

« L’Université du Luxembourg héberge des informations importantes et confidentielles. Une bonne logistique ainsi qu’une consultance sur mesure était un prérequis pour garantir l’efficacité et la justesse de ce projet. », Florent Laidet, Consultant-Archiviste chez Labgroup.

Héritière du Centre Universitaire et de l’Institut Supérieur d’Études et de Recherches Pédagogiques (ISERP), l’Université du Luxembourg – Campus de Walferdange, a vu son fonds d’archives considérablement grossir au fil de ses 10 années d’existence. À tel point qu’il s’est avéré inconcevable de le transférer en totalité à Belval.
Afin de se préparer au mieux son déménagement, l’Université a donc décidé de procéder à un tri minutieux pour sélectionner :

  • d’une part les documents à emporter,
  • d’autre part, ceux qui devaient être confiés aux Archives Nationales ou à la Bibliothèque Nationale, en raison de leur valeur historique et mémorielle pour le pays.

Avec la volonté d’optimiser cette opération importante portant sur des milliers de dossiers, l’Université a choisi de faire appel à Labgroup, pour lui apporter l’expertise archivistique requise, sous forme de consultance et de mise à disposition de personnel spécialisé.

« Nous avons proposé une solution en trois grandes étapes à l’Université. Premièrement, le projet a nécessité l’élaboration d’untableau de tri et d’une Politique d’Archivage. S’en est suivi un programme de formation et sensibilisation du personnel chargé d’appliquer les consignes de tri de leurs archives. En dernier lieu, nous avons mis à disposition un archiviste à temps pleinafin d’inventorier et de garantir le transfert de la mémoire de l’Université vers les Archives Nationales. », Florent Laidet, Consultant-Archiviste chez Labgroup.

Dans une optique d’amélioration continue des services offerts aux étudiants, l’Université de Luxembourg a choisi de numériser les dossiers de l’ensemble de ses étudiants. Partenaires technologiques du projet, Numen Europe et Labgroup.

Voici quelques temps, j’avais à récupérer un important document de mon cursus universitaire dans un établissement de l’est de la France : j’ai patienté onze jours ouvrables, se souvient Eric Tschirhart,, vice-recteur académique à l’Université de Luxembourg. Les étudiants de l’UNI.lu n’attendront pas, croyez-moi !»

Engagée dans un processus de digitalisation au long cours, l’Université de Luxembourg numérise ses dossiers étudiants. Et sera, selon ses partenaires technologies, Numen Europe et Labgroup, une des premières organisations labellisées PSDC  Prestataire de Services de Dématérialisation ou de Conservation), telle que définie par la loi du 25 juillet 2015 relative à l’archivage électronique.

Great success for our Electronic Archiving Event

The Labgroup’s event on Electronic Archiving 2.0 was a great success.

More than 120 attendees were present the last April 16th at Café Namur for our Breakfast Event, from all industry sectors. This confirms the high interest from Luxembourgish companies for the benefits brought by the electronic archiving law and the PSDC status.

A special “thank you” to our speakers, Jean Racine and Catherine Di Lorenzo, for sharing their expertise and for lifting the veil on the law project on legal archiving.

LuxairGroup: creating added value for archiving

Labgroup has managed an important archiving project for LuxairGroup, with great emphasis on speed, methodology and by creating a long term partnership.

LuxairGroup is composed of three main Business Lines: the Airline, the Tour Operator and the Cargo Handling. Luxair Airlines is the national airline of the Grand Duchy of Luxembourg. Its European network has greatly contributed to creating Luxembourg’s advantageous position in the world of finance.

Luxembourg Airport is also positioned as the fifth largest European freight handling airport. Cargo Handling activities have been greatly enhanced in 2008, when the Cargo Center was expanded, enabling a further 200,000 tons of freight per year to pass through Luxembourg.

LuxairGroup had always stored their business documents on their own premises. In 2006, due to internal expansion, the building used for storing documents was scheduled for demolition creating an immediate problem of where to store their records. By outsourcing their requirements, LuxairGroup were looking for a company who could not only store their archives but who also had a proven document management methodology and who could provide value added advice when required. It was also important that the selected company could complete the project within the required time lines.

Labgroup’s experience and capability in handling document management projects was instrumental in its selection by LuxairGroup. Upon being awarded the contract, Labgroup assembled a dedicated team to ensure that LuxairGroup’s requirements met the agreed deadline.

Labgroup also provided LuxairGroup with the online document management application ArcStore 6. This enabled LuxairGroup to arrange all their deliveries and pickups from their desktop.

Labgroup’s dedicated team ensured that LuxairGroup archiving requirements were handled rapidly and efficiently. The proposed building work could continue as planned without any costly hold ups. LuxairGroup now view Labgoup as a partner who can advise and assist them with all their immediate and future document management requirements.
