Loi relative à l’archivage dans l’intérêt public, adoptée & signée

Objet ?
Régler l’archivage dans l’intérêt public tant pour les besoins de la gestion et de la justification des droits des personnes physiques ou morales, publiques ou privées que pour assurer, par le biais de la sauvegarde d’un patrimoine archivistique national et dans un esprit de transparence démocratique, l’accès à la documentation d’intérêt historique, scientifique, culturel, économique ou sociétal du Grand-Duché de Luxembourg. (legilux)

Changements

Les termes « archives », « archives publiques » & « archives privées » sont clairement définis ainsi que d’autres termes relatifs à l’archivage. La nouvelle loi règle toutes les questions relatives à la collecte, la conservation et la gestion du patrimoine public écrit que sont les Archives nationales. Des amendes sont introduites en cas de négligence.

  • La loi relative à l’archivage donne un cadre légal complet en ce qui concerne :
  • La conservation des archives publiques : les archives publiques doivent être conservées de sorte que la pérennité, l’authenticité, l’intégrité, le classement, l’accessibilité et la lisibilité des informations soient garantis tout au long de leur cycle de vie.
  • Le choix des archives publiques dignes d’une conservation définitive,
  • Le versement des archives publiques aux Archives nationales: les producteurs ou détenteurs d’archives publiques doivent proposer aux Archives nationales le versement de leurs archives publiques à l’expiration de leur durée d’utilité administrative.
  • La communication des archives aux citoyens,
  • La reproduction et la publication des archives,
  • La destruction d’archives publiques sans valeur historique, scientifique, culturelle, économique ou sociétale. (Archives Nationales, publication du 11/07/2018)     

Bénéfices :

  • meilleure gestion de l’information et des archives au niveau national,
  • maintien de la mémoire collective du Luxembourg & accès au patrimoine archivistique national,
  • bon fonctionnement de l’administration publique et du système démocratique,
  • attribution d’une mission d’encadrement aux Archives nationales en ce qui concerne la gestion et la conservation des archives publiques.

Les communes ne tombent pas sous cette loi, mais peuvent conclure des contrats de cooperation avec les Archives nationales pour bénéficier de conseils ou d’aides logistiques. La loi relative à l’archivage entrera en vigueur le 1er septembre 2018.

Adieu aux gobelets jetables…, Labgroup introduit les « Greencups » et « Pokitos » !

Les gobelets jetables contribuent à la pollution de l’environnement et au phénomène d’accumulation des déchets de plastiques. Des milliards de gobelets en plastiques difficilement recyclables sont jetés chaque année.  Dans une approche écoresponsable et afin de contribuer à la protection de l’environnement et pallier à ce gaspillage, Labgroup a pris la décision de ne plus utiliser ces gobelets, afin de réduire son empreinte écologique.

Ainsi, Labgroup a décidé de mettre à disposition de chaque employé ainsi qu’aux visiteurs des gobelets réutilisables « Greencup » qui remplaceront les gobelets jetables en matière plastique. De plus, Labgroup a offert à chaque employé un « Pokito » pour la consommation des boissons chaudes.

Vous devez surement vous demander qu’est-ce qu’un Pokito ?

Ces tasses « fun », pratiques et écologiques s’intègrent parfaitement dans la démarche sociétale de Labgroup et aident à limiter davantage notre production de déchets.  De plus, les Pokitos sont pliables, ajustables et réalisés à partir de matériaux recyclés ! Désormais, les employés Labgroup ont la possibilité d’emporter boissons chaudes ou froides partout avec eux, tout en réalisant un geste supplémentaire pour l’écologie.

Les nouveaux « Goodies » Labgroup sont arrivés !

Labgroup est fière de présenter ses nouveaux « Goodies » : des mignonettes en chocolat ! En plus d’être délicieux, les chocolats sont bio et issus du commerce équitable et, ainsi, s’inscrivent dans la démarche sociétale de l’entreprise ! Les mignonettes sont emballées dans des mini-boîtes cadeau, en tous points similaires aux boîtes d’archive Medium de Labgroup !

Étant bio, fairtrade et au chocolat fondant, les petits chocolats sont des petites attentions qui seront distribuées lors de nos événements avec comme objectif d’offrir un petit cadeau qui est à la fois bon et bien.

Labgroup is proud to present its new “Goodies”: mini-chocolates! In addition to being delicious, the chocolates are organic and fairtrade and, thus, are part of the company’s societal approach! The little chocolate squares are packaged in mini gift boxes, similar to Labgroup’s medium boxes!

As being organic, fairtrade and made of dark chocolate, the small squares are little extras and will be distributed on our events with the objective to offer a gift that is good and does good.

Florent Laidet, interviewé par la « Radio Ara ».

Nous avons le grand plaisir de vous informer que Florent Laidet, notre Information Lifecycle Management Advisor & Coordinator, a été interviewé par la radio locale « Radio Ara ».

« Radio ARA » est la radio libre et alternative du Luxembourg. Elle se caractérise par la participation de nombreux associations et citoyens. Labgroup sponsorise son émission « Transatlantic Tunes » (tous les vendredis à 20h00) depuis plusieurs années.

Florent a pu contribuer à l’émission Graffiti, (organisée par l’association « Graffiti ») en charge du programme des jeunes, diffusée tous les après-midis à la radio. L’association a pour objectif d’encadrer et soutenir les jeunes et invite régulièrement des professionnels afin qu’ils puissent présenter leur métier.

Dans le cadre de son engagement au comité du VLA (Association des Archivistes Luxembourgeois), la Radio Ara s’est rapprochée de Florent pour qu’il explique le métier d’un archiviste.

Lors de cette interview, Florent a présenté son cursus, son métier en tant que consultant-archiviste chez Labgroup et les spécificités de ses missions. Il a également parlé de ses centres d’intérêt, ses passe-temps et cite également le nom de Gaston Lagaffe ! Curieux non ?

Digitisation is the long-term market trend. Digitisation is more and more a business project. Digital transformation is integrated, with a growing importance, in the company’s strategy. This will have a profound impact on how we create and sign contracts.

The digital signature is the new way to validate a contract.
However, does it have the same value as a handwritten signature? Are the signators identified? How is the security of the parties guaranteed? Is it easy to use? Are there different forms of digital signature? 

To answer all of these questions and yours, Labgroup & Nowina organise a private conference, during which the digital signature is demystified and demonstrated in practice!

The conference is organized in the framework of the Cybersecurity week, from the 15th to the 20th of October 2018.

Labgroup a le plaisir de vous inviter à la conférence privée qui aura lieu jeudi 4 octobre 2018 à partir de 8h00 à l’hôtel Olivier.

Un an et demi après la mise en application du statut PSDC (Prestataire de Services de Dématérialisation et de Conservation), Labgroup, première société certifiée PSDC et Numen, ayant obtenu ce même statut quelques mois plus tard, organisent un petit-déjeuner suivi d’une conférence interactive dédiée au statut PSDC.

Une présentation du statut et son cadre réglementaire sera suivie d’une démonstration concrète et pratique d’un processus « zéro papier » ; de la dématérialisation à valeur probante jusqu’à l’archivage sécurisé des documents et données sensibles.

Information Governance Day 2018

Today is the Global Information Governance Day! ​

#GIGD occurs on the third Thursday in February and was established to raise awareness on information governance.

WHAT IS INFORMATION GOVERNANCE (IG)?

IG includes activities and technologies that organisations employ to maximise the value of their information while minimising associated risks and costs.
IG is based on a holistic approach to managing corporate information by implementing processes, roles, controls and metrics that treat information as a valuable business asset:

  • make information assets available to those who need it,
  • provide employees with data they can trust and easily access while making business decisions,
  • reduce legal risks associated with the unmanaged or inconsistently managed information.

The information governance, after a preliminary analysis, results in a classification of the information according to its nature or its value. This classification enables the identification of your information with engaging/probative/legal value, (for instance business contracts, policies…).

NEWS ON INFORMATION GOVERNANCE IN EUROPE!

Information governance has never been as important as in 2018. The European Union pursues its objective of restoring trust and imposing transparency on businesses. All companies as of 2018 “must watch over the outcome of their data, from their creation to their destruction.”
In this way, Europe is focusing on strengthening digital trust through a policy of protection and regulation, as reflected in:

  • General Data Protection Regulation (GDPR), in force in May 2018.
    • Three objectives :
      • strengthen the rights of people + creation of a right to the portability of personal data,
      • empower stakeholders dealing with data,
      • increase awareness of the regulation thanks to reinforced cooperation between the authorities
  • European regulation eIDAS (Electronic Identification and Trust Services) n°910/2014, which has been fully implemented since the 1st of July 2016, has demonstrated the willingness of member states to democratise digitisation by:
    • enhancing the security of electronic exchanges;
    • recognising the universal value of the electronic signature;
    • granting of legal value to a digital document. (In Luxembourg the legal framework anticipates and supports this democratisation of the digitisation. The law of 25th of July 2015 on electronic archiving recognises the probative value of electronic copies of paper documents produced by a PSDC (Provider of Digitisation and Conservation Services) certified company to respect all the conditions of strict fidelity to the original and, moreover, the presumption of conformity with the original.)

HOW TO RESPOND TO THESE NEW REQUIREMENTS/OBLIGATIONS?

1. SIMPLIFY & STRENGTHEN INFORMATION GOVERNANCE WITH ARCATEG™
